as for the article itself, i'm glad the media is finally picking up on what is going on with the NLRB, but i think its worse than the article says. the board's recent opinions have not just turned the clock back to the reagan era, they have already gone way beyond that. some of the board's decisions even seem to contradict one another--the only consistent principal with the bush majority board is that labor unions lose (and if there's no labor union involved, the employees lose). at least the NLRB rulings can be appealed to and overruled by the federal courts. but that only works until bush packs the federal courts with his appointees.
