i don't think anyone has any idea what is going on with the iraqi constitution anymore. are negotiations in a hopeless deadlock? or are they moving forward? or have talks already failed? or maybe they're still struggling to finish? i think the safest bet is just to say there are conflicting signals and leave it at that.
