limits on former employees

while reading this editorial, this bit jumped out at me:
...But Attorney General Alberto Gonzales is not making that inquiry easy. He said on Wednesday that he will place significant limits on the testimony of former attorney general John D. Ashcroft and former deputy attorney general James B. Comey, who have both been asked by the Senate Judiciary Committee to answer questions about the warrantless spying.

There are questions - many questions - that need answering, and Gonzales is gagging two of the former officials who would best be able to provide some real insight into the creation of the domestic spying program...
how does gonzales have the power to restrict what ashcroft and comey testify about? neither ashcroft nor comey are justice department officials anymore. i don't get how gonzales has any control over the extent of their testimony.

does anyone know what i'm missing here?
