when newspapers reported cheney's departure on a weeklong trip to the middle east, did anyone seriously believe this wouldn't happen?
any high-ranking bush administration official who announces a trip to the middle east is also effectively announcing an unannounced trip to iraq. the "surprise visit" thing has become so common, it would probably make headlines if cheney went to the region and didn't drop by baghdad.
