luckily, no one in the country gets their drinking water from streams that are too small for boats. so the fact that it's no longer illegal under the clean water act to pour radioactive cyanide-laced raw sewage into those streams isn't a problem. no need to worry at all.
and remember, even under these new rules it's okay to foul navigable waters so long as you're doing it via rocky streams that feed into it.
