vital interests means oil. people deny it--that's why they say "vital interests" and not "oil", but whenever i've been in a discussion where anyone using the term bothers to list concrete examples of countries or regions where the u.s. has "vital interests", they are invariably oil producing. or israel. it's the exception that proves the rule.
