when bush all-of-a-sudden started pushing congress to amend FISA, i kept wondering, why now? with the attorney general on the hotseat over authorization for surveillance programs, it doesn't seem like a particularly good time for him to raise the issue.
this is why. apparently, bush lost another court battle and wants to rewrite the rules to fix it.
