of course the white house would not predict that it's current occupant will leave office as the most unpopular president in the history of modern polling.
but what is interesting about its prediction is just how low its optimistic prediction is. i guess even they realize that even under the best case imaginable, most americans will disapprove of the bush presidency for the remainder of his term.
