the process ended up being a bit more complicated than i imagined, but i was eventually able to make this audio file the ring tone for my brother on my iphone.
i'm not sure why turning an mp3 clip into an iphone ringtone has to take so many steps. (i wasn't using an app. i assume they make it much easier. but why should it take a special app?)
