can you have a constitutional crisis when you haven't written the constitution yet?

the story so far:

(1) egyptians chase mubarak out of power and elect a new parliament in the country's first free parliamentary elections in decades.

(2) the supreme constitutional court orders the new parliament to be disbanded.

(3) egyptians elect a new president, who issues a decree reinstating the disbanded parliament.

(4) the supreme constitutional court rules that the presidential decree is illegal and the parliament should go back to being disbanded.

NEXT UP: president morsi orders parliament back, setting up things for a new court order disbanding parliament.

i wonder how many times they can go back and forth like this.
