I don't understand why so many people view foreign policy issues through the lense of which leader acts the most tough. Do they really think that tough rhetoric somehow cows the rest of the world into doing things that are different from what they view to be in their own interests? Is there any actual evidence that ever happens? And why do we keep expecting that the U.S. President should be able to bend foreign leaders to his will and it is a personal failure if they do stuff he doesn't want them to do?
