There was no point to "inner city" unless they were racial code words

If he didn't mean black people, then why did he say "inner city"? There are a lot of rural people receiving public assistance. But they are predominantly white so the implication was that Paul Ryan doesn't think those kind of poor have a culture of sloth.

I honestly don't see the point of using the words "inner city" in Ryan's original remarks unless he was talking about race. Maybe the good congressman can clarify his remarks by stating that poor people who live in the heartland (like the ones in his District) are just as lazy as those city blacks.
