In the past decade or so, one issue that American conservatives have embraced is resistance to the use of foreign precedent in American courts. The Bush Administration embraced that idea, probably fearing that international human rights norms would not play well with administration policies. So it is a little surprising to read that Bush's CIA cited Israeli Supreme Court decisions upholding the use of torture to justify its own interrogation methods.
