The box-checking happened in 2009, when Jeb was already a public figure (he completed his second term as governor of Florida in 2007) from a very well-known family. Falsely characterizing himself as Hispanic was not going to fool anyone or give him any benefit. I think the odds are heavily in favor of it being a mistake.
