Only the West's Wars Count as Wars

So Greek authorities are separating out Syrians, Iraqis, and Afghans from the refugee stream to "filter out some of those who would not qualify for refugee status on the basis of fleeing a war." Left out are "Iranians, Yemenis, Ugandans, Moroccans, Algerians, Pakistanis, Congolese, Somalis and more."

Isn't there a war right now in Yemen and Somalia?!?! Don't those count?
