This encapsulates Putin's weaknesses as a political analyst. Very few people, aside from Trump supporters, think that Trump has a good chance of being elected president, and the polls seem to back that up. But Trump talks tough, so that sounds like he is a strong candidate to Putin, which leads him to conclude that he is a strong candidate.
It is a remarkably bad way to asses the strength of a politician. And yet, it's not just Putin who buys into it. I think that's why Trump has any supporters. It's just funny that so many people think that someone who puffs out his chest actually has a big muscular chest. With Putin I guess it is a little understandable why he would fall for it. That's the strategy that has worked for him.
