Actually, the way that Rick Santorum got into that "elite club" of people mentioned in Dabiq, the official magazine of ISIS, is not because he "identified who are" it's because he characterized them as a stronger and more menacing force than they actually are. He has bought into ISIS's own fantasy of power. So of course they quoted him.
I also think they quoted Santorum because ISIS has not caught on to how low the Santorum brand has sunk in the world of American politics. If ISIS realized how little influence or support he has these days, I doubt they would have bothered. So in that sense, ISIS has bought into Santorum's own delusions of grandeur just as Santorum bought into ISIS's.
