Why is this taking so long?

It has been about a month since Scalia died and just now Obama is finally wrapping up his vetting of possible replacements.

Why don't presidents have a list of pre-vetted Supreme Court possibilities in their pocket at all times, just in case an unexpected vacancy comes up? Most presidents get at least one SCt nomination, and most Justices are at an age that death or incapacity is a real statistical possibility. You'd think that Obama, and any other president, would at least have a short list of already vetted possibilities at the ready and in case something suddenly should happen to one of them.
