It's like he is begging to get some disgruntled IRS employee facing an imminent layoff to slip his tax returns to a reporter

Yeah, I know anyone who leaked the president's returns would be risking draconian penalties. But people who work for decades for these agencies believe in what they do and will hate to see the president wreck what they have spent their whole career building up.
