I predict the
government will let telemarketers insert messages into people's voicemail box without "calling" them and that the practice will not be subject to the national "do not call" list. I also predict that telemarketers will quickly abuse the practice, overwhelming everyone's voice mail box, burying real messages, and generally annoying the hell out of everybody in America. This will cause a sufficient outcry to get the government to restrict the practice.
In other words, we will eventually get to a rule banning telemarketers to send their messages straight to voicemail, the rule the government should, but won't, issue right now. In the meantime we will be forced through a needless "bug everyone" phase first.
