People who refer to Pennsylvania as part of the "Midwest."
I think this is related to confusion of whether "Midwest" and "rust belt" are synonymous. They are not. Iowa, for example, is part of the Midwest, but it is not a rust belt state. The Pittsburgh area is part of the "rust belt" so I can see why that might qualify PA as a "rust belt" state. But that doesn't make it Midwestern.
