Reform, American style

I understand why people want to abolish ICE (I am a soft ICE-abolisher myself), but the only way I can see that happening is if U.S. Citizens bury the agency in false imprisonment lawsuits.

Yes, I know the link about about CBP and not ICE. But both agencies have unlawfully detained U.S. citizens even after it is clear they are citizens. I doubt of our political system could produce an actual overhaul of the immigration enforcement agencies. But fear of litigation might produce some kind of reform, or at least get the ball rolling.
