Essentially, it has to do with the DNC's email servers that were hacked in 2016. For some reason, President Trump thinks the servers are missing and keeps demanding that the President of Ukraine find them. You can see it in the "summary/transcript" released yesterday (see p. 3). And you can see President Zelenskyy trying to humor him ("Yes it is. very important for me and everything that you just mentioned earlier.") Why would the DNC's servers be hidden in Ukraine three years later is a complete mystery.
At best this stems from a misunderstanding of what the word "hacking" means. But even so, if this was just a normal President making a dumb mistake, an aide would quickly explain the real situation to him to stop the embarrassment. Either that hasn't happened because the aides know that trying to get Trump to think rationally is futile, or it has happened, some aide did try to explain it to him, but it was futile. Either way, these are the rantings of a person in clear mental decline.
