Why are we still doing this stuff?

When all those expanded post-9/11 government surveillance powers first came to light 15 years ago or so, the justification was this: whatever the risk of government abuse those powers may pose, those risks are worth it because we need to stop global terrorism.

Now that our intelligence service has all but lost interest in countering international terrorism, is there any point to these powers other than governmental abuse?
