The New York Times wrote a whole article about Trump's "Gold Card Immigration Visa" (i.e. letting people pay a bribe to get permanent residency) without ever mentioning that the scheme is clearly illegal. The categories of visas to come to the U.S. are defined by the Immigration and Nationality Act, a law passed by Congress and subsequently amended by Congress several times. The article notes that the "Gold Card" visa would replace the EB-5 Visa. But the EB-5 visa is in the statute. It is part of a law passed by Congress, specifically the Immigration Act of 1990, which was an amendment to the Immigration and Nationality Act.
If Trump wants to replace the EB-5 with his bullshit bribery visa, he would need to get Congress to amend the Immigration and Nationality Act again. Trump thinks he can rule by decree through his executive orders, but Trump is a demented moron. It is inexcusable for the NYT to write an entire article about how Musk is putting this illegal bribery scheme into effect without ever mentioning that it is clearly illegal.
