y'see, the american legal system has two parts, civil and criminal. currently immigration offenses are civil, but bush's bill would make being an illegal alien a felony, i.e. criminal.
get it? bush's bill makes this whole thing "criminal" even as he's calling for it to be "civil." har-dee har har.
or something like that. there's a funny line in there somewhere. but alas even my vast powers of making lame jokes seems to be failing me now.
