national reconciliation poll

wow. these poll numbers are amazing:
A vast majority of Palestinians support a statehood initiative that President Mahmud Abbas has vowed to put to referendum unless adopted by rival factions, a poll revealed on Monday.

The survey carried out by an independent Palestinian institute found that 74% of those questioned supported the so-called national reconciliation document with 23% against.
i guess this puts a bit of a question mark over the idea that the palestinians voted to eradicate israel when they elected hamas a few months back. the national reconciliation plan includes the recognition of israel, albeit within its 1967 borders.

it also explains why hamas is working so hard to avoid a referendum. although they probably are pleased to see this bit:
But only 47% of respondents said they would actually go ahead and vote in favour of the document should the July 26 referendum called by Abbas take place.

Another 44% said they would vote against the blueprint, with nine per cent saying they were undecided.
that means that 20-something percent of the population say that they support the plan in theory but won't vote for it in a referendum. any theories what that could mean?
