lindsey graham must have had phenomenally low expectations. i mean, u.s. casualties are up, civilian casualties haven't gone down, sectarian violence is still rampant, the iraqi government has missed every one of the unrealistic benchmarks set by the bush administration when the surge was announced last january and is even more paralyzed and dysfunctional than it was 6 months ago.
things haven't gotten measurably better in iraq, so i guess graham expected the surge he supported to make things worse?
