This isn't all that surprising. As the Gallup write-up points out, most of the news coverage about the ACA exchange has been about the problems with the system. So it makes perfect sense for anyone who needs to buy coverage through the exchange before the end of the year to wait until those problems are fixed before they try to use it to get insurance. Plus, even without the web site problems, it was expected that most of the uninsured would get insurance shortly before the deadline because that is what happened when Massachusetts enacted RomneyCare.
Don't get me wrong, The individual insurance component to ObamaCare could still fail if enough people don't try to get insurance on the exchange to make the market viable. We just won't know whether that is what will happen before the end of the year.
