I had to read eleven paragraphs into this article before I figured out whether it was talking about the Democratic Republic of Congo or the Republic of Congo. And I only realized it then because I happen to know which one Joseph Kabila is president of (and which one borders Rwanda). The article never refers to the country as anything other than "Congo."
It's hard for me to imagine any Western news source doing something like this to a report from a non-African country. Can you imagine an article about "Korea" without any mention whether the subject matter is the North or South?
