Because American politicians keep talking about how maybe the removal of Prime Minister Maliki should be a precondition for any U.S. military action against ISIS, political factions in Iraq are now jockeying to remove Maliki.
And yet, the U.S. has not promised anything in exchange for Maliki's removal yet. So if they go ahead and push him out, President Obama could still decide not to use any military force in Iraq. (Which would still be the right decision, IMHO)
