I don't see how it will work either. I mean, broadcasting English language films in English on State-run TV, without dubbing or subtitles, is probably not going to get Tajikistanis to spontaneously pick up English. It might get them to watch less TV.
I don't get why they don't just subtitle. Unlike with dubbed films, with subtitles you still get exposed to the original language. Having only the original English, without subtitles, will only help those people who already have a pretty firm foundation of English and just need some more exposure. Everyone else is just going to be lost.
