Two basic truths:
(1) Israelis (also the current Egyptian regime, and most of the world) don't give a shit about the people in Gaza and are happy to keep them suffering without any end in sight. There is nothing to be gained politically in Israel for proposing anything that makes conditions for Gazans even the slightest bit better.
(2) Hamas only gets spikes in its popularity when it is fighting off an Israeli incursion. During the periods between wars, when the Israel-Egypt blockade causes massive unemployment, malnutrition and death from a nonfunctional medical system, Gazans grumble about the people in charge and Hamas' support erodes.
