The only way this makes sense is if Cruz is talking about race.
I don't think there are any statistics on the partisan breakdown of criminals. But Cruz just knows that the "overwhelming majority of violent criminals" are black or brown, and the overwhelming majority of them are democrats. He can't say out loud something so explicitly racial, so instead it is hiding behind his made-up statistics about crime and party affiliation.
