One of the reasons that U.S. colleges and universities work so hard to recruit foreign students is because they get more money for those students. If foreign students start avoiding U.S. institutions, those institutions will have to make up the shortfall. And they will probably do that by raising tuition.
I expect the Trump presidency, especially its (both perceived and real) hostility to foreigners, is going to have all kinds of unintended consequences.
