Exit visas are such a dumb idea. You might as well hang a big sign in the airport saying "this is such a shitty country, we are afraid that everyone will leave unless we maintain a meaningless bureaucratic barrier to stop them." Maybe that's a little long for a big sign (or it could be a really really big sign). I understand why countries like North Korea--a country that cares more about imprisoning their people than giving the impression that they are not an oppressive hell-hole--might do it. But it makes no sense for a country that wants business with the rest of the world.
