As I heard several times when I was in Kazakhstan, Astana is the second coldest capital city in the world. Seriously, everyone uses that phrase "the second coldest capital city in the world" like they're proud of it. So I can only imagine what it is like for a bunch of Syrians from both the government and rebel groups to meet there in January.
