He waived it to help Texas and Florida

But Trump won't waive the Jones Act to help Puerto Rico.

(The Jones Act is a stupid law that needlessly strangles the PR economy. It should be repealed. But if that isn't going to happen, it should at least be waived in emergencies. As it stands now, if people are starving in Puerto Rico, it is illegal for a ship from France carrying food to dock in the ports. People may die because of this.

UPDATE (9/28/17: I misunderstood the Jones Act. The Jones Act requires that any ship passing from one American port to another must be an American-made ship that is American owned. So the ship from France could legally dock in San Juan, but not if it stopped in Miami or the American Virgin Islands first. So I stand by my claim that it is stupid.)
