I'm against adding a citizenship question to the census because it will depress response rates. But I don't understand the prevailing wisdom that (which also is clearly why the Trump Administration is pushing the issue) the change will clearly benefit Republicans and harm Democrats. It seems a lot more of a mixed bag to me.
Sure California losing representation means less Democratic representation. But isn't that balanced out by Texas? Arizona is more Republican than Democrat and Florida is the ultimate swing state. In the end it could be a net loss for the GOP.
The census citizenship question could undercount millions and cause California and Texas - and maybe Florida and Arizona - to lose seats in Congress.
