Past lawmakers have vastly underestimated how stupid a president the American public is willing to elect. His powers would be a lot more limited if they had just taken that into account.

Why the American system is vulnerable to Trump
When Congress passes the International Emergency Economic Power Act of 1977, it never included express language to limits its application to rogue nations as members of Congress probably intended. I bet it never occurred to them that a President would be stupid enough to use it against one of America’s largest trading partner.
