9th Circuit Split

My main question about the proposal to split the 9th Circuit is whether it would also involve adding new circuit court judges. The 9th currently has 29 active judges, after a split would the total between the reduced 9th and newly-created 12th be more than 29? Would the split mean new judicial seats are created or would it just allocate the existing seats between the two smaller circuit courts?

In other words, is the split effort really just a court-packing scheme? Considering that it is being pushed by Republicans in Congress at a time they have a Senate majority and the presidency, I bet i know the answer.
