Forum shopping is a real issue. But the city of San Francisco is located in the Ninth Circuit (in fact, that is where the 9th sits). It is not forum shopping for SF to bring a case in their local court. If Trump wanted to stop a court in the the Ninth Circuit from giving the first ruling on his sanctuary city EO, he should have issued a more limited order to tested out the policy on a city that sits in a different, more friendly, circuit (like Houston, for example). But then that would be forum shopping.
