When you have to rush to make people vote before they find out how many Americans it will harm

They are no longer racing to get a vote before the 100th day, so at this point the only reason Ryan will rush a vote on AHCA 3.0 today is to get it done before the CBO has time to issue its report on the bill. Which means that the Republican leadership expects the CBO report to be as disastrous for this bill as it was for the first version. Yglesias says: "This is the point at which normal legislators acting in good faith would stop and wait for a new CBO analysis of the bill."
