Probably not, although there is a fair chance that a future Democratic president might honor a subpoena and make a big deal about how s/he is restoring the pre-Trump balance, only to have the next Republican president go back to completely ignoring Congressional subpoenas.
On the other hand, if Congress wants to claw back any of its oversight authority, it should pass some kind of judicial reform that requires courts to give expedited consideration to the enforcement of a Congressional subpoena. One way the judiciary has done a massive favor to the Trump administration is by both slow-walking and threatening to slow-walk Congress' efforts to enforce its subpoena.
