has anyone updated those rules in the last 100 years?

The punishment for a suicide attempt in prison is solitary confinement?!?!? That's insane. Solitary confinement is mental torture. It causes people to have mental breakdowns. Penalizing someone for exhibiting mental illness by doing something that causes further mental illness makes no sense at all.
