I'm going to put on my contrarian hat and say that this doesn't really matter. Obama signed an executive order to close the prison at Guantanamo on the day he was sworn in as president and the prison stayed open for the duration of both of his terms. For the last year, Trump has been president without issuing a new executive order about Gitmo and the prison stayed open. While yesterday's executive order, stating that Trump would keep the prison open, is symbolically important, I don't think it will have much real world consequences other than what was going to happen anyway as long as we have a Republican president.
