I think Saudi Arabia is the only country that, when it talks about trying to increase tourism revenue, means keeping its own citizens from becoming foreign tourists. Legalizing movie theaters and getting foreign talent that could be seen in Europe and North America to perform a show in Riyadh, is not going to draw foreigners to the kingdom. Other than pilgrims on the hajj, KSA doesn't really want foreigners to come and visit.
