If Congress (the branch with “ultimate authority over trade agreements” in the US) “has warned the White House that any revised [NAFTA] deal must include both Canada and Mexico” and that fact is reported in the newspapers  why would Canada make any major concessions to Trump? Trump can’t achieve his revised NAFTA goal without Canada’s help. There is no reason to make it easy for him.
