If it were in charge of the EU, I would get all EU based airlines to cancel their routes to Minsk (or anywhere else they go in Belarus) and also ban Belavia from EU airspace.
Unless there are immediate and severe consequences, these state hijackings are going to happen again. Rwanda already started to fuck around with commercial air travel to get someone who pissed of its dictator last year.
